COURT REPORTS

Nielsen inquest expected to end in about a week.

SYDNEY: NSW’s longest inquest into the suspected death of Mrs Juanita Nielsen — is expected to end late next week or early the following week.

City Coroner Mr Bert Wilson, SM, who has presided over the hearing, said yesterday that the inquest would probably conclude in about a week or two.

Mr Wilson was replying to a question from the jury of six who were anxious to know what stage the inquest had reached.

Counsel assisting the coroner, Mrs Priscilla Fleming, told the jury that evidence was expected to finish early Monday morning.

The final witness, Detective Sergeant Karl Arkins, who headed the Nielsen investigation, has now almost finished his second round of evidence after being recalled to give further testimony.

Yesterday was the 55th day of the inquest into the suspected death of the missing newspaper heiress, last seen in Kings Cross on July 4, 1975.

The previous record stood at 50 days for the hearing into the deaths of three men in a mine-shaft fire at Cobar in western NSW.

Barrister Mr Geoff Graham, appearing for the NSW Police Commissioner and NSW Police Force, questioned Detective Arkins yesterday about conversations he had had with Mr Eddie Trigg, convicted earlier this year of conspiracy to abduct Mrs Nielsen.

Mr Trigg suddenly changed his plea to guilty at his trial and is serving a three-year prison term.

A 25-year-old man who said he had met Mr Trigg while in prison at Long Bay Jail alleged during the inquest that money was paid to Mr Trigg to change his plea to guilty. He said Mr Trigg had mentioned a figure of $70,000 and had hinted that the money was paid by Sydney businessman Mr Abe Saffron.

Mr Graham asked Detective Arkins whether Mr Trigg had indicated to him that he would plead guilty during conversations they had had soon after Mr Trigg returned from the US late last year to face the conspiracy charge.

Detective Arkins replied, “Yes he did, this was shortly after his return. I didn’t ever seriously believe he would, even though he talked about it.”

To support his belief, Detective Arkins said he had arranged for witnesses to come from interstate and New Zealand for Mr Trigg’s trial.

While in San Francisco to arrange for Mr Trigg’s return, Detective Arkins said he had put to Mr Trigg the allegation that he had been lent money by Mr Saffron.

Mr Trigg strongly denied the allegation, saying he would not have ever had more than two conversations with Mr Saffron and even these would have probably been no more than “hello”.

In February Mr Trigg suddenly changed his plea to guilty during his trial and was sentenced to three years’ jail.

Nielsen inquest

Saffron denies he had business dealings with Nugan Hand.

SYDNEY: Mr Abe Saffron denied yesterday that he had ever had any business dealings with the collapsed Nugan Hand merchant bank.

Mr Saffron, a Sydney businessman, was giving evidence for the third day at the inquest in Glebe Coroner’s Court into the suspected death of Mrs Juanita Nielsen.

Mrs Priscilla Fleming, counsel assisting the Coroner, asked Mr Saffron whether he knew of a $50,000 loan arranged through Nugan Hand in Hong Kong.

“I have no knowledge of that transaction whatsoever,” he said. He repeated that neither he nor his companies had had any dealings with Nugan Hand.

Mrs Nielsen, a Kings Cross newspaper owner, was last seen at the Carousel Cabaret nightclub in Kings Cross on July 4, 1975. The Carousel Cabaret operated from premises owned by Mr Saffron.

Mr Frank Theeman, who had planned developments in Victoria Street, Kings Cross, which Mrs Nielsen opposed, had given  evidence to the inquest of meeting Mr Saffron at the Lodge 44 offices.

Mrs Fleming asked .Mr Saffron whether Mr Theeman had ever made such a visit.

Mr Saffron: I can’t recollect any time he was there. He may have, but I can’t recollect.

Did he ever go there to discuss business? — Not to discuss business.

Mrs Fleming asked whether Mr Theeman had been invited to Mr Saffron’s 60th birthday party at a Sydney club.

Mr Saffron: Yes.

Did you speak to him? — I probably walked around and spoke to everyone.

The police officer who has spent eight years investigating Mrs Nielsen’s disappearance, Detective Sergeant Karl Arkins, was then re-called to allow final tendering of documents and to complete the evidence.

He was cross-examined by barrister Mr John Basten on information given to police on October 26, 1977, by Mr James Anderson, the former manager of the Carousel Club.

Mr Basten said Mr Anderson had stated on that occasion that he was in Surfers Paradise with a Mr Max Workingham on the day Mrs Nielsen disappeared.

Sergeant Arkins told Mr Basten that he had not heard Mr Workingham’s name before the inquest. Asked whether he had checked with the airlines if Mr Anderson had gone to Surfers Paradise with a Mr Workingham, Sergeant Arkins said he believed such a check had been made but was unable to be positive. He would inspect police records to see if such a check had been carried out.

Mr Basten said it was clearly critical where Mr Anderson was and “whether he had told you lies”. Sergeant Arkins agreed.

The inquest, before the City Coroner, Mr Wilson, SM, and a jury of six continues today.

Witness ordered to give names

SYDNEY, Monday. — Mr Justice Perrignon directed former Detective Sergeant Philip Arantz today to reveal the names of two CIB detectives to whom he spoke before publication of NSW crime figures in the Sydney Morning Herald.

Mr Arantz told the Crown Employees Appeal Board he would prefer not to divulge the names.

Inspector V. Taylor, for the Police Commissioner, said he did not want to involve innocent people, but this was the first time Mr Arantz had stated in evidence that he had mentioned the matter to the CIB detectives.

At the direction of the judge, who is chairman of the board, Mr Arantz said they were Detective-Sergeant Arkins and Detective Sergeant Rudgley.

Mr Arantz was being cross-examined in his appeal against dismissal from the police force last January for alleged misconduct and disobedience.

From the Archives, 1986: Biggest-ever SP raid in NSW

The biggest SP betting operation by the NSW Gaming Squad saw police raid 11 illegal gambling premises across Sydney last night.

By Sue Javes and Chris Purcell

First published in the Sun-Herald, 27 July 1986

Fifty police swooped on 11 illegal gambling premises across Sydney yesterday in the biggest SP betting raid in the history the NSW Gaming Squad.

Eleven people have been arrested and charged with gambling offences. They are due to appear in court today. Police also seized highly sophisticated telephonic equipment.

Police believe they have broken up one of the biggest SP syndicates in NSW. They said some of the paper used by the syndicate to record bets was a type which dissolved instantly in water.

Sergeant Nick Johnston, from the “Special Operations Group Gaming Squad, said gaming squad detectives, members of the Police Rescue Squad and Telecom investigators hit the 11 premises in the inner city and western suburbs simultaneously at 2.40 pm.

The raids with warrants followed two months of planning and involved undercover police work.

The 11 people, nine men and two women, were arrested for telephone betting offences at four addresses – George Street in central Sydney, Campsie, Drummoyne and Hurstville

At the other seven premises – in Lakemba, Edgecliff, the Haymarket, Bardwell Park, Kingsgrove and two addresses in Surry Hills – police confiscated illegal telephone diverter systems.

Police said the four premises were the syndicate’s main bases, and the other seven premises were used to divert calls to one of the main bases.

The police raid was controlled by Chief Inspector Peter Ibbotson, officer in charge of the Gaming Squad.

“This was a huge network – probably the largest we have ever uncovered,” he said.

Inspector Ibbotson said the raids were timed to occur five minutes before the first leg of yesterday’s daily double races at Warwick Farm.

“Members of the Police Rescue Squad broke into each of the premises simultaneously, and then the Gaming Squad police moved quickly inside before evidence could be destroyed.

“We found that instead of the usual paper shredder to destroy the betting slips, this syndicate had been recording bets on water soluble paper, which they then tried to throw into garbage cans full of water when police arrived.” Although the ledgers have not yet been totalled, police believe they will show a huge turnover.

“On experience with past raids on single operators I would say this operation could be conservatively rated at doing business of around $500,000 a day,” Inspector Ibbotson said.

The largest single betting slip found in the raids was for about $3,000, and two ledgers alone totalled $16,000. Sergeant Johnston said although those arrested were known to police they did not include any “well-known racing identities”.

NSW Police Minister, Mr Paciuilo, who was not aware of the raids beforehand, said the operation was a triumph for the Gaming Squad and showed its determination to limit the extent of illegal gaming in Sydney.

Chris Fraser

In the early 70s at a Sheffield Shield match at the SCG, Sgt 3/c Bob Lenton and I had the honour of accompanying Sir Donald Bradman out to the pitch during the lunch break. The Don took out a stump and played one of his shots, to the roar of the crowd. We then walked with him to the newly built Sir Donald Bradman Stand for the official opening.
Good bloke, Bob.
RIP, mate.

TREVOR Walter has spent time in the company of many a violent criminal but it’s a love of motorbikes that has one of Coffs Harbour’s longest serving police officers resting his feet.

He’s eager to enjoy his recently announced retirement as soon as possible but with a fractured leg – sustained just before Christmas when his bike landed on him – the well respected Detective Senior Constable has some time to reflect on a job well done.

The true country boy still smiles when he remembers the fresh-faced 18-year-old who headed for the big city in the late 70s.

After finishing high school in the Orara Valley, Sen Const Walter thought he might try his hand at paint work but, as his mother blatantly pointed out, he wasn’t…well…very good at it.

When the police recruitment van rolled into town, she gently suggested he might like to check it out and before he knew it, Sen Const Walter was headed for the academy in Sydney.

The learning curve was steep for a teenager who had never ventured far from home but by the time he returned to Coffs Harbour – where he has served for 33 of his 37 years in the force – he had developed a rare set of skills.

A never failing empathy for victims of crime and the ability to carry them through a tedious legal process allowed him into the lives of countless people and eventually led to him receiving the Commissioner’s Award for outstanding victim support in 2011.

The knowledge that he was living in a country area where everyone, including the criminals, knew who he was and where he lived, never really troubled him.

As he has told the many fresh recruits he has mentored over the years, “if you are hard but fair” and treat others with respect, you will get by without too much opposition.

With the birth of his children came a new set of challenges.

While he was lucky enough to have the kind of personality that allowed him to switch off when he got home, there were unavoidable emotions stirred when tragedy struck a family which he could compare to his own.

His eldest daughter was five when a local boy of the same age was killed after his head was crushed by a telegraph pole as he leant out of a bus window to wave goodbye to his friends.

A double fatality at Bonville, which claimed the life of a 16-year-old girl, the age of his daughter at the time, also hit hard.

“Those are the things that are very sad and remind us how lucky we are that our family is safe,” Sen Const Walter said

“I never lost sight of that fact.”

Mixed with the tough tasks were major achievements.

Sen Const Walter and another officer once arrested the state’s most wanted man, prison escapee Anthony O’Sullivan, who was discovered with a $64,000 stolen boat in tow and went on to serve a lengthy prison sentence.

In 2001, he risked his life to rescue a woman from a burning home in Karuah Ave.

For that, he was awarded the Bronze Medal for Bravery from the Royal Humane Society and the Commissioner’s Commendation for Bravery.

To this day, when the woman sees him down the street, she still hugs him and thanks him for saving her life.

More recently, Sen Const Walter had the satisfaction of watching as a disgraced member of a local surf lifesaving club, whom he had been investigating for a number of years, was convicted and sentenced to a significant time in jail over the persistent sexual abuse of a young girl.

There are the troubling cases, which he refuses to allow to haunt him, but admits will always remain strong memories.

He has few regrets but if he could have solved one more case before he left, it would have been the 1990 murder of 92-year-old Veronica Rigney, who was viciously clubbed for no apparent reason in her Hill St home, just near the police station.

Sen Const Walter was on duty that night and interviewed Mrs Rigney in hospital where she later died.

He’ll also miss his second family – both sworn officers and support staff (many of whom celebrated Sen Cost Walter’s career at a farewell party on Thursday night) – but he’s hoping that when the new justice precinct is open, he may just “be invited back for a cuppa”.

This article and historic pictures from Det Sen Const Walter’s career can be viewed on the Advocate website.
