At the time of joining the NSW Police Cadet system, James was described as:

6′ 3/4″ tall, 11 st, 1 lb, blue eyes, brown hair, medium complexion, being Methodist and having the School Leaving Certificate.

As a Cadet, he was sent to the C.I.B.

 

NSW Police Force ,  – His name is James (Jim) Underhill. He was a cadet in 1962 and served for 31 years in the NSW police. He was the Chief Inspector at Goulburn in 1992 when he had a heart attack and after that he went to teaching at the academy.

He worked in Sydney and Bowral and was even leant to Canada at the time of the 1967 Canadian Expo (where he got to guard Miss Australia. One of the photos I’ve attached) to represent the NSW police and was also On loan to Commonwealth Police 1973- 1975 Police Academy Bomana.

Police ethics ‘under watch’

SYDNEY: A closer examination of police ethics was promised yesterday when the NSW Minister for Police, Mr Pickering, announced three new assistant commissioners.

Detective Chief Superintendent Tony Lauer, 52, will take on the new portfolio of Assistant Commissioner of Professional Responsibility.

He would concentrate on internal affairs and enforcing ethical standards within the force, Mr Pickering said.

NSW Police Commissioner Mr John Avery said police ethics and conduct would “come under close inspection” under the new portfolio.

“We are not just on some evangelical kick,” he added.

“We will broaden the police education program to raise police ethical standards as well as new ways of dealing with people after an accident or crime.”

NSW’s other new Assistant Commissioners are Superintendent Charles Parsons and Chief Superintendent Laurie Poulton.

The appointments follow the retirements of three of the state’s seven assistant commissioners.

RSL man wants vigilantes

SYDNEY: Young Australians should be encouraged to form vigilante groups to try to combat the rising tide of crime, particularly violent crime, the NSW president of the Returned Services League, Sir Colin Hines, said yesterday.

But both the police and the NSW Council for Civil Liberties warned that vigilante groups could become uncontrolled, hurting civil rights.

Sir Colin said that from what he had seen and read, vigilante groups in the United States comprised a fine type of young person who was “ready to get out and stop all this type of crime”.

He understood that people would want to protect themselves from muggings, assaults and theft.

“I’d love to see our young people encouraged to do this sort of thing in this country,” he said.

It would not be dangerous provided it was “controlled” by the authorities, who should encourage it.

Chief Superintendent Laurie Poulton, of the NSW Police Community Relations Bureau, said police were opposed to the idea of vigilante groups.

With community-involvement activities such as the drug-line Operation Noah, Neighbourhood Watch, School Watch and Safety Houses for Children, information was referred to police, who carried out any follow-up action. Vigilantism could get out

of control.

“With the police we can control it very closely and we can ensure that civil liberties are not breached,” he said.

The secretary of the NSW Civil Liberties Council, Ms Beverley Schurr, said the council supported the police desire for “community policing”, but only because police had guaranteed that it would not lead to vigilantism.

SCHOOLBOYS’ TOUR

Six pupils of Westmead Junior Technical School will leave for an educational tour of Northern Queensland and the Barrier Reef on August 23.

The pupils are David Weir, Colin Borne, Laurence Poulton, Fred Swan, Willoughby Harmer, and Barry Robertson. Conducted by the Young Australia League, the tour will cost each boy £15.

Two hundred pupils from schools in N.S.W. and Victoria are expected to take part in the tour.

The boys will travel from Brisbane by Special train for Northern Queensland, and this will be followed by the cruise to the Barrier Reef.

Five pupils of Westmead Junior Technical School are on their way to a National Fitness Camp at Broken Hill. They left by train last Thursday morning.

The camp is expected to last two weeks.

After Service with the NSW Police, Hubert took up a position with the Navy, being in charge of the Garden Island Dockyard Police – remaining in that employ until the end of WWII, retiring again around 1947.

Garlick, a popular member of Molong Mounted Rifles, proceeded to Sydney, last Thursday night, preparatory to embarking for England with the Commonwealth Horse, to take part in the Coronation festivities. This is a good thing for Hubert, and all who know him will wish him a good time on the holiday trip. His experience ought to be more agreeable than when in South Africa.

INSPECTOR GARLICK RETIRES ———————

An echo of the famous ” Coogee Bones Case ” was raised yesterday by the retirement of Inspector H. G. E. Garlick, for years one of the ‘ Big Four ‘ of Sydney C.I.B. Known everywhere as ‘Phil’ Garlick, he was several times commended for bravery while arresting armed criminals.

Inspector Garlick is the second youngest son of the late George Garlick, who carried on a blacksmith business where Ray Shreeves’ garage is now situated, in Bank Street, Molong, for over 30 years. He learned the trade before joining the police force.

He used to be a constant visitor to Molong for many years. His mother is still living, in the city. Mr. Lloyd Morris, of Cudal, Boree Shire engineer, is a nephew.

He caught that remarkable individual Frank Lord, the Cambridge scholar and poet, whom Garlick proved to be the mysterious ” Foot-prints King.”

Lord faced 115 charges of breaking and entering, was convicted, and left Australia after serving his sentence. His method was to manipulate locks with a pair of foot-print pliers.

When arrested by Detectives Garlick and Jones he carried a mask and a fully loaded automatic pistol.

Colorful

One of the most colorful criminals Australia has ever gaoled was apprehended by Garlick.

That was the aged Albert H. Thompson, self-styled Inventors’ Ambassador, who was sentenced to four years and three years for false pretences after obtaining £45,000 in connection with a company which he promoted.

Some years earlier Thompson had won a world award made by a New York life insurance company for writing life insurance business.

As a reward he enjoyed a world trip and wore a medal with a huge diamond in it. He even wore it in the dock, when he addressed the judge for no less than hours, and after serving his sentence, Thompson flaunted it as he walked up the gangway to embark for U.S.A.

Woman Buried

But it was in the Coogee Bones Case that Garlick ‘s skill as a patient and shrewd investigator became recognised. The case made world history.

For over a year Garlick had information that a woman had been cut up and buried after an operation, and his diary recorded an accurate description of the victim. But, strangely enough, no such woman was reported missing.

Efforts to trace the burial place were unsuccessful for many months.

Then word came from England that a Mrs. Hayden was missing; Garlick investigated a city garage and found a piece of human arm bone and a couple of finger bones.

The trail led to Coogee, and police alleged that the principal in the case had died in the meantime.

But the case became famous because that brilliant young Australian, Dr. Hunter, was able to prove the weight, height, age and sex of the victim from the fragments of bone found by Garlick.

Walking about Sydney to-day is a man who was sentenced to 150 years hard labor in one day by the late Judge Docker, after being arrested by Garlick.

Another “hard case” criminal arrested several times by Garlick used to astonish both judges and juries by giving his occupation with pert unconcern as ” professional burglar. ”

Garlick first became a sergeant-major in the First Cavalry N.S.W. Mounted Rifles in the Boer War when he was only 18, and was selected to represent his regiment at King Edward VII’s Coronation in 1902.
